Background

Many people see climate change as a primary, if not the most important challenge facing human beings.  Many people are eager to see Colorado's New Energy Economy become incredibly successful. Many people want to see our health improve by reducing potentially harmful emissions. Some of us want to know, "What can I do about it right here and now?"

Having signed the U.S. Mayor's Climate Protection Agreement, both La Plata County and the City of Durango resolved to develop a local climate and energy action plan with specific policies and programs to reduce greenhouse gas (GHG) emissions. They tasked 4CORE with providing an opportunity for local municipalities, utility companies and business to collaborate to create and deliver a regional climate and energy action plan, thereby avoiding duplication of effort and maximizing economies of scale. Additionally, in 2009, the Town of Ignacio signed a resolution to support the U.S. Mayor's Climate Protection Agreement.  To look down the road where we have been and forward to where we are heading, please review this two-page summary.

The La Plata Climate and Energy Action Plan project provides a concrete and systematic way for concerned citizens to volunteer and get involved right now in identifying the many ways, large and small, that our community, individuals, governments, businesses, and other groups can reduce greenhouse gasses throughout La Plata County.

Through the project, various work groups specializing in areas they know, or areas they care about, will make recommendations on concrete actions that can be taken...by government, businesses, and other institutions. There are eight groups working in several key focus areas. The groups are meeting now.  They are looking to expand to include critical stakeholders, people like you. Most of the work done by the volunteer work groups will occur now through November, 2009. Groups meet once per month, some more frequently.

The recommendations of these groups will be fleshed out and coordinated through a Steering Committee. Volunteers will conduct research on some recommendations. A large basket of recommendations will be reduced to a set of priority action plans.  There will be advocacy, debate, disagreement, and hopefully, consensus or consent on a final plan. The plan will be presented to units of local government and businesses for adoption. It will give citizens some benchmarks so we can track how well we do in reducing greenhouse gases in La Plata County. Please consider this an invitation to participate in this process and join our community climate and energy action planning endeavors by:

  • Offering ideas and reviewing our proposed action plans. To comment, please visit our community CEAP forum and provide constructive feedback and inputs.
  • Becoming a steering committee or work group contributor. The CEAP Steering Committee and eight work groups could use your help.

CEAP Process Plan for all work groups to use when generating work plans and for the four GHG Mitigation work groups and the Scientific, Technical, and Analysis Advisory work group to use when generating measures lists and action plan detail sheets.

Note: The Process Plan includes an example measures list and example action plan detail sheet as well as points when public participation will be requested: Action plan detail sheet template.

The Work Groups Consolidated Work Plans document, summary CEAP project schedule in calendar format and summary CEAP project schedule in timeline format for the steering committee and all eight work groups to use.

Note: The Consolidated Work Plan document also contains roles, responsibilities, and the consolidated summary schedule and timeline, as well as work group specific schedules, deliverables, and contributor contact information.

Links to resources and other community action plans for the steering committee and work groups to review and use as examples/models.

List of 100 measures, matrix of 60 measures, and 50 strategies for the construction industry for work groups to review and consider for inclusion in their proposed GHG reduction measures list.

Community Toolkit and ICLEI's Climate and Air Pollution Planning Assistant tool, provided to the Scientific, Technical, and Analysis Advisory work group, for work groups to review and use when generating their detailed action plan sheets. Note: The tool kit includes project details that may be considered in energy, transportation, land use (to include green buildings), and waste detail action plan sheets.
